The law on fixed book prices stipulates that books are subject to fixed book prices in Germany . It is intended to protect the book as a cultural asset. With the introduction of the law, the fixed book price, which was previously secured via the collective lapel in connection with the exception regulation of § 15 GWB old version, was to be protected after the collective lapel was not compatible with European law .

In order to ensure safety under European law, Section 4 (1) exempts cross-border book retailing from fixed book prices. However, through the fixed price of reimports (§ 4), fixed book prices are effectively enforced.

Fixed book prices oblige all publishers and importers to set a fixed book price (§ 5). Publishers who want their books to be freely marketed are also subject to the obligation. Fixed book prices are valid for at least 18 months from the publication date of the work.
