The budget for work is an integration aid from the supra-local social welfare agency in accordance with Section 61 of Book IX of the Social Code . It is aimed at people who are also entitled to employment in a workshop for disabled people (WfbM) and is intended to make it easier for them to participate in the primary labor market . With the Federal Participation Act , the budget for work was introduced nationwide at the beginning of 2018. Section 61 of Book IX of the Social Code regulates the budget for work as a benefit for participation in working life within the meaning of Art. 27 of the United Nations Convention on the Rights of Persons with Disabilities . The budget for work differentiates the performance for participation in working life into two components: on the one hand, compensation for underperformance for the employer and on the other hand, the expenses for support and guidance for the employee.

Goal setting

The budget for work is primarily aimed at employees of a WfbM who are fully disabled, or people who are entitled to a workshop place within the meaning of Section 219 of SGB ​​IX. The budget for work can also be requested by visitors to a day-care facility (TAF, §§ 53 f. SGB ​​XII). According to Michael Wedershoven, the head of the Labor Inclusion Office at the Landschaftsverband Westfalen-Lippe , the target group of those who should be informed about the budget at work also includes students from special needs schools who are about to graduate and people who are currently still in psychiatric institutions and want to get back into the labor market.

The “budget for work” model is based on the “ inclusive ” idea that people with disabilities decide where to get help.

This is a cash benefit that is intended to compensate for the disabled person's “underperformance” by up to a maximum of 75%. An employment relationship should be established outside the workshop, both in so-called inclusion companies according to Section 215 SGB IX new version and with another employer. The employer pays the remaining 25% of the collective wage . The aim is to facilitate the transition from the second to the first labor market. It is a voluntary application process. If the employment relationship fails, a return to the WfbM is guaranteed. The WfbM looks after the employment relationship for a maximum of one year, but not in the case of taking up work in an inclusive company according to Section 215 of SGB IX.

In principle, the total benefit should not exceed the costs incurred by the social welfare provider in a WfbM (around € 1,250.00). A part-time employment contract is just as possible as a higher employer's share on a voluntary basis.

Use of the offer

The number of beneficiaries who decided to work on the basis of the budget for work rose in Lower Saxony from June 30, 2017 to June 30, 2018 from 117 to 192, which corresponds to an increase of around 65%. In Hesse, 55 disabled people received support as part of the budget for work in August 2019. Budgets for work existed before 2018. They were granted by most federal states under different names, including Rhineland-Palatinate and Lower Saxony (there since 2008).

For years, Hamburg was and is far ahead of all other federal states in terms of budget for work.
