The Federal Office for Civilian Service (ZIVI) is the competent authority of the Swiss federal administration for all matters relating to civilian service . The Federal Office reports to the Federal Department of Economic Affairs, Education and Research .

tasks

The enforcement agency carries out community service in Switzerland in accordance with Article 59 of the Federal Constitution . Essentially, it does the following:

  • Decision on admission to community service.
  • Supervision and verification of civil service persons in the fulfillment of their service obligations.
  • Supervision of recognized deployment companies and examination of applications for new deployment companies.

The Federal Office for Community Service is divided into the Directorate and the two Directorate Areas of Execution and Resources .

The Enforcement Directorate is responsible for the core business of the ZIVI Federal Office. This includes the introduction, approval, supervision and training of civilians as well as the recognition, supervision and inspection of the operational companies. The Enforcement Directorate consists of the Enforcement Management, the regional centers in Rüti, Aarau, Thun, Lausanne and Rivera, the areas of introduction and training, support for operational companies and civilian support, the legal service as well as project and management support.

Management

As a body, the management is responsible for the financial, organizational and personnel management of the enforcement agency and ensures coordinated cooperation with agencies within and outside the federal administration.

Appeals authority

All rulings by the enforcement agency can be challenged at the Federal Administrative Court in St. Gallen . Department II of the Federal Administrative Court makes a final decision on all complaints in matters relating to community service, i. H. a move to the Federal Supreme Court is excluded.
