The Federal Association of Unaccompanied Minors Refugees (abbreviation: BumF) is an association of actors in Germany who work with unaccompanied minor refugees . The organization advocates the interests of young refugees at a political level and offers support for professionals, volunteers and young refugees themselves.

The aim is that they can grow up without fear, exclusion and discrimination and receive the same rights as all other young people. The focus of work is on unaccompanied minor refugees, with the association increasingly focusing on young refugees beyond the age of majority .

history

The organization was founded on October 3, 1998 in Munich. One of the central goals of the BumF was to change the accommodation for unaccompanied refugee minors. These were often housed in adult accommodation, in which there is no child-friendly care and support. In October 2005, the BumF achieved that with the Child and Youth Welfare Development Act (KICK), the obligation to take unaccompanied minors into care was enshrined in law. Children from the age of 16 were treated like adults in the asylum procedure until 2015 and had to go through the procedure without a guardian . In 2015, the federal government implemented a central requirement of the BumF and raised the ability to act in the asylum procedure to 18 years. In 2018, the organization focused, among other things, on health care for unaccompanied minor refugees in Germany, which the BumF still regards as inadequate.

Projects

In 2010, the brochure “Welcome to Germany!”, Which was developed with young refugees, was published for the first time. A group of young people worked with BumF employees in 2017 to create a new edition that was also implemented as an interactive web app. The project is a cooperation with Young People Without Borders and aims to present the rights of unaccompanied minor refugees in different languages ​​in a child-friendly manner. In addition, the brochure “New Beginning” was published in 2018, which is aimed at young refugees who have come to Germany with their parents.

In September 2016, the BumF set up the donation-financed BumF Legal Aid Fund. The money from this fund is used to cover legal fees for young refugees. Legal proceedings, oral hearings and constitutional complaints are supported .

Every year, the Federal Association of Unaccompanied Minor Refugees collects data and experiences from professionals who work with young refugees by means of a broad survey. The surveys, which focus on various topics, serve to uncover inadequacies in official statistics and to generate missing background information.

Representation in the federal states

The Federal Association of Unaccompanied Minors Refugees has voluntary state coordinators in every federal state. Central tasks are the networking on site with other members and the dissemination of information.

Funding and Membership

The association is financed from project funds as well as membership fees and donations. More than 100 organizations from all over Germany, primarily child and youth welfare organizations , are organized in the Federal Association of Unaccompanied Minor Refugees. In addition, the association has a group of private individuals who support its work.
