The Federal Agency for Energy Efficiency ( BfEE ) is a central institution of the Federal Republic of Germany for the implementation of Directive 2006/32 / EC of the European Parliament and of the Council of April 5, 2006 on energy end-use efficiency and energy services (EDL-RL) and the law on energy services and others Energy efficiency measures (EDL-G).

Foundation and organization

The BfEE was set up in January 2009 by the Federal Minister of Economics and Technology in the Federal Office of Economics and Export Control in Eschborn near Frankfurt am Main . It is located in Department 4 “Economic Development, Energy Management” of BAFA in the sub-department “Energy Management, Energy Efficiency” and there in Section 421 “Federal Agency for Energy Efficiency, Fundamental Issues”. Legal basis

The Directive 2006/32 / EC on end-use efficiency and energy services (ESD) dictates that a body or bodies to be appointed in each Member State, which have overall responsibility for the oversight of the targets set out by the Directive (Art. 4 Paragraph 4 EDL-RL and Art. 5 Paragraph 2). In Germany, the EU directive was transposed into national law by the EDL-G of November 12, 2010. In Section 9 of the Act, the BfEE is assigned a large number of additional individual tasks.

The aim of the BfEE is to increase energy end-use efficiency in Germany through various measures and to contribute to further developing the market for energy services, energy audits and other efficiency measures. The tasks of the Federal Agency for Energy Efficiency are listed in Section 9 (2) No. 1–15 EDL-G. The main tasks of the BfEE include the observation and development of the energy service market in Germany, the monitoring of the final energy savings achieved including target control, the preparation of the national energy efficiency action plans for the federal government , the keeping of a list of providers for energy services, extensive information obligations and the support of the Federal Ministry of Economics and energy (BMWi) in all matters of energy saving and energy efficiency . Market observation, market valuation and market activation

The BfEE observes and evaluates the energy service market in Germany and draws up proposals for future development. These include B. the targeted (further) development of suitable federal funding programs, the information of the public and the market participants as well as the public maintenance of a list of providers of energy services.

Preparation of the national energy efficiency action plans (NEEAP)

According to Art. 14 (2) EDL-RL, all EU member states must submit national energy efficiency action plans to the European Commission as part of their reporting obligations. These serve as a progress control with regard to the achievement of the goals stated in the guideline. The first action plan was sent to Brussels in September 2007, the second in September 2011 and the third action plan on June 18, 2014.

Provider list

On the basis of § 7 EDL-G, the BfEE maintains a public list of providers for energy services, energy audits and energy efficiency measures, in which all interested providers can register. This list promotes the development of the market and the market transparency for end consumers by giving the providers of energy services the opportunity to present their offers at a central location. End consumers can use the search function to find out about available offers and the respective providers based on the postal code. Energy suppliers who are obliged to inform and advise their end customers according to the EDL-G can fulfill their obligation by referring to this list and to the reports published by the BfEE.

Calculation of national savings guide values ​​and monitoring

The EDL-RL provides for an indicative energy saving target of nine percent by 2016 for all member states. According to Section 9 (2) No. 1 EDL-G, the BfEE calculates the energy-saving guide values ​​that are to be achieved as savings targets and, as part of a new monitoring system to be set up, checks the progress on the way to target achievement.

Support of the BMWi and representation of Germany in Concerted Action

The BfEE supports the Federal Ministry for Economic Affairs and Energy (BMWi) in all matters relating to energy saving and energy efficiency (Section 9 (2) No. 15 EDL-G). In addition, she takes on the national representation in the context of the European Concerted Action project , which serves the exchange of information between the EU member states and the Commission to identify good implementation examples as well as the joint development of concepts for a successful implementation of the EDL-RL.

Informing the public and market participants

According to Art. 5 Paragraph 1 EDL-RL, the public sector has a role model function when it comes to energy efficiency improvements. The BfEE informs the public about the measures that the public sector is taking in the field of energy efficiency, e.g. B. energy-efficient public procurement, energy saving contracting or energy efficiency in the municipalities. The BfEE also mediates the exchange of experience between public authorities in Germany and the member states of the European Union. In addition, it provides market participants with information on energy efficiency mechanisms and on the financial and legal framework conditions established for achieving the energy saving benchmarks. An information portal of the German Energy Agency (dena), the EDL communication platform, which is tailored to the implementation of the EDL-RL in Germany, also serves to inform the public and market participants .
