Burkhard Jasper (born December 25, 1954 in Osnabrück ) is a German politician ( CDU ). He has been a member of the Lower Saxony State Parliament since 2013 .

Education, work and family

Burkhard Jasper attended Graf-Stauffenberg-Gymnasium in Osnabrück and finished his school career in 1974 with the Abitur. After the military service had served with the pioneers in Dörverden, he studied at the Westphalian Wilhelms University in Münster Economics and acquired in 1980 the conclusion of the diploma economist . He then joined his father's commercial agency as managing director. From 2010 to 2013 he worked as an independent management consultant.

He is Roman Catholic and married.

Jasper joined the CDU in 1972. From 1983 to 1985 he was district chairman of the Junge Union of the Osnabrück-Stadt association and from 1990 to 2013 chairman of the CDU district association Osnabrück-Stadt.

Burkhard Jasper has been a member of the Osnabrück City Council since 1990 . From 1996 he was elected honorary mayor in the constituent meetings. Since then, he has represented the mayor in representative tasks. From 1994 to 1996 and from 2001 to 2002 he was chairman of the CDU council group.

While Jasper's focus was initially on youth welfare and then on urban development, financial policy has been the focus of his local political work for many years. He is a member of the administrative committee as well as the committee for finance and investment management, which he chairs as chairman.

As part of his commitment to local politics, Jasper represented the city on the Board of Directors of Sparkasse Osnabrück from 2000 to 2017. From 2005 to 2007 he was chairman of the administrative board and deputy member of the board of the Lower Saxony savings bank association. In 2013 he was again Chairman of the Board of Directors.

Since May 1994 he has been a member of the supervisory board of WFO Wirtschaftsförderung Osnabrück GmbH, since March 2005 a member of the board of trustees of the zoo company and, since the company structure was changed in 2012, of the advisory board of Zoo Osnabrück GmbH. He has been a member of the board of the Verkehrsverein Stadt und Land Osnabrück eV since 2007.

By resolution of the council of August 31, 2010 he is the bearer of the ring of honor of the city of Osnabrück.

In the Lower Saxony state election on January 20, 2013 , Jasper won the Osnabrück-West constituency as a direct candidate of the CDU with 39.7% of the first votes and thus managed to enter the Lower Saxony state parliament.

With the beginning of his parliamentary activity he is a member of the committee “Science and Culture” as well as the subcommittee “Ports and Shipping”. After the death of MP Norbert Böhlke in 2014, he also became a member of the Committee on Social Affairs, Women, Family, Health and Migration.

So far, Jasper has mainly campaigned for the promotion of the transport of goods on the waterways (expansion of the locks to the Osnabrück harbor) as well as for better study conditions through new buildings and leases for universities. Furthermore, the maintenance of the Lower Saxony Institute for Early Childhood Education and Development (nifbe) was one of the main concerns of Jasper's work in the state parliament. It was also through his commitment that this institute was essentially preserved.

In the social area, good care for those in need of care (Heimgesetz) and adequate care by general practitioners are current issues that Jasper has dealt intensively with.

Jasper took part in the sixteenth Federal Assembly on the occasion of the election of the 12th German Federal President on February 12, 2017 in the Reichstag building in Berlin .

Further commitment

In addition to his political commitment, Jasper has been active in the church sector for many years. While he was a member of the parish council of St. Pius in Osnabrück from 1987 to 1993, initially as deputy chairman and for the last three years as chairman, since 1999 he has been a member of KKV Osning, the local community in Osnabrück in the Association of Catholics in Business and Administration . Since 2002, Jasper has been a member of the supervisory board of MKO (Management Company of Catholic Hospitals in the Osnabrück Region) and after the renaming of the Niels-Stensen Clinics. Since 1978 he has been a member of the Catholic student association KDStV Alemannia Greifswald and Münster .

In April 2014 Burkhard Jasper was unanimously, at the suggestion of the CDU parliamentary group, to the state executive committee of the Volksbund Deutsche Kriegsgräberfürsorge e. V. elected. Since June 2015 he has been deputy state chairman of the Volksbund in Lower Saxony.

In May 2015 he succeeded Hans-Gert Pöttering, the former President of the European Parliament, and became the patron of the music festival “classic con brio”.
