César Giraldo

César Augusto Giraldo Giraldo (* 1953 ) is a Colombian economist .

Giraldo received his doctorate in 2007 from the University of Paris-Nord and is a professor at the Universidad Nacional de Colombia . In his books and articles, many of which appeared in the left-wing magazine Desde abajo , he deals with the public budget of Colombia, especially with its social policy . He shows how the public measures against social inequality ( Plan Nacional de Desarrollo and Ley de transferencias ) fail because they are subordinate to geopolitical goals and debt repayment .
