The Central European Exchange Program for University Studies (CEEPUS) is a multilateral and inter-university exchange program with Central and Eastern Europe to promote academic mobility and cross-border cooperation in the higher education area of ​​Central Europe.

CEEPUS was founded in 1993 on the initiative of Austria . The multilateral agreement entered into force on January 1, 1995.

The exchange of students takes place directly within the framework of university networks. Each network has a main focus.

Since 1995 more than 38,000 scholarship holders have been funded and around 59,000 scholarship months have been made possible in Central, Eastern and Southeastern Europe.

The highest body is the Joint Committee of Ministers of the Member States. The chairmanship of the Joint Committee rotates between Member States every two years. The chairman is elected by the members. The Joint Committee gives itself rules of procedure. The joint committee can set up working groups. The joint committee meets at least once a year and defines the strategic direction.

An international commission from the national CEEPUS offices (NCO) supports the implementation of the agreement. They meet twice a year.

The Senior Officials' Meeting (SOM) meets every year and deals with all technical decisions and current issues of crucial importance for the promotion of the CEEPUS program.

The task of the General Secretariat (Central CEEPUS Office) based in Vienna is:

  • Informing the Joint Committee about the work of the General Secretariat;
  • Taking urgent technical and administrative measures between the meetings of the Joint Committee;
  • Preparation of an annual progress report;
  • Evaluation of the implementation of the current CEEPUS agreement;
  • Development of future cooperation.

The general secretariat is headed by Elisabeth Sorantin, supported by Monika Okunserbo. The financial means for the work to fulfill the tasks of the General Secretariat are provided by Austria.

To settle disputes arising from the CEEPUS contract, an ad hoc arbitration tribunal can be formed from three member states of the agreement, with each party to the dispute appointing an arbitrator.

There is a National CEEPUS Office (NCO) in every member state.

Member States

The six founding states of CEPUS were: Bulgaria , Austria, Poland , Slovakia , Slovenia , Hungary .

Other members are: Albania , Bosnia-Herzegovina , Croatia , Macedonia , Moldova , Montenegro , Romania , Serbia , the Czech Republic and the University of Pristina in Kosovo .
