CEJIS (Centro de Estudios Jurídicos e Investigación Social, German: Center for Legal Studies and Investigative Social Research ) is a Bolivian non-governmental organization founded in 1978 in Santa Cruz de la Sierra. It is dedicated to the protection of human rights from a social-societal perspective. Her main field of work is social and ecological conflicts in the lowlands of Bolivia . CEJIS is a partner of the German Development Service (DED).

Field of work

According to its self-image, CEJIS stands up for the “individual and collective rights of all men and women” and a “democratic and sovereign state of Bolivia that speaks law and guarantees diversity”. In order to achieve this, the organization works primarily on socio-ecological conflicts (forest conflicts, environmental licenses, etc.), human rights violations and in the area of ​​land conflicts. She mainly works with indigenous groups and other grassroots initiatives and supports them legally and organizationally. CEJIS also acts as a think tank and publishes publications on the political situation and social development in Bolivia at regular intervals.

CEJIS as a political actor

Since the law on Argrar reform in 1994 and also since the new constitution in 2009 that plays country granting an important role in the "social change in Bolivia", initiated by the indigenous President Evo Morales . The aim is to redistribute unused land and give it to small village communities and administrative units. CEJIS plays an important role here to enforce these legal requirements in the more oligarchic and anti-government lowlands. To date, CEJIS has distributed more than 2,353,141 hectares to 15 indigenous village communities. The government of Bolivia, which sees itself as the "government of social movements" , has often resorted to CEJIS employees when forming governments. For example, Susana Rivero, ex-minister of agriculture and Alfredo Rada, minister of the interior, worked at CEJIS before taking office.

Because of its personal and ideal proximity to the government, CEJIS is often exposed to hostility in the lowlands. During the riots in autumn 2008, the office in Santa Cruz was stormed and set on fire, and Miguel Esteben González, head of the CEJIS regional office in Trinidad, was attacked by masked people with firearms.
