Carlos Westendorp Cabeza (born January 7, 1937 in Madrid ) is a Spanish diplomat and politician who was his country's foreign minister from 1995 to 1996 . Between June 1997 and July 1999, he represented the international community in Bosnia and Herzegovina as High Representative . Westendorp enforced the current design of the Bosnian-Herzegovinian flag in 1998, after parliament could not reach an agreement, due to its extensive powers .

Under his chairmanship an eponymous group of experts (which was in 1995 Westendorp Group ) is used, the IGC prepared in 1996 and submitted to the government negotiating proposals, u. a. on the planned expansion of the EU. The final report of the reflection group was presented on December 5, 1995.

In the European elections in 1999 he ran for the PSOE and won a mandate in the European Parliament, which he held until 2003. From 2004 to 2008 he was the Spanish Ambassador to the United States .
