A Carnet (from the French Carnet , " booklet ") is a customs document (stapled on several pages ) that comes in the types Carnet ATA , Carnet TIR and Carnet CPD .

Carnet ATA (Carnet Admission Temporaire / Temporary Admission)

The ATA Carnet is a kind of “passport” for goods such as trade fair goods, samples and professional equipment. The ATA Carnet facilitates the temporary importation of goods into a customs area other than your own. It is used today in 65 countries around the world. With this customs procedure, Carnet users save time during import clearance because no security deposit in the amount of the foreign import duties (such as customs duties, import sales tax) on the goods is required. The foreign customs receive a kind of guarantee through the carnet, which secures their right to payment of import duties. Carnets are always valid for one year and are only permitted for professional equipment, samples, trade fair and exhibition goods or in accordance with national regulations (only in exceptional cases, if the Chamber of Industry and Commerce has pointed this out in detail). In Germany, Carnets are issued by the regionally responsible chambers of industry and commerce and in close cooperation with the Hamburg-based " Euler Hermes Kreditversicherungs-AG ". Before starting the trip abroad, the respective inland customs office must examine the goods and determine their “ identity ”. Each Carnet must be returned to the Chamber of Commerce and Industry at the end of the journey, but no later than the expiry of its validity period.

A carnet is not required when traveling within the EU. An ATA carnet can be used for travel to the following countries (as of July 2017): Albania, Algeria, Andorra, Australia, Bahrain, Bosnia, Brazil, Chile, China, Côte d'Ivoire (formerly Ivory Coast), Gibraltar, Hong Kong, India, Indonesia, Islamic Republic of Iran, Iceland, Israel, Japan, Canada, Kazakhstan, Korea (Republic), Lebanon, Macao, Madagascar, Malaysia, Morocco, Mauritius, Macedonia, Mexico, Moldova / Republic of Moldova, Mongolia, Montenegro, New Zealand, Norway, Pakistan, Russia, Switzerland, Senegal, Serbia, Singapore, Sri Lanka, South Africa, Thailand, Turkey, Tunisia, Ukraine, USA, United Arab Emirates and Belarus.

The TIR carnet is exclusively a document for the transit of goods by road (truck) between countries that are not part of the common transit procedure ( e.g. CIS countries, Turkey ). In contrast to the ATA Carnet, a TIR Carnet is not used for temporary export. When shipping with Carnet TIR, a customs procedure is not carried out at every border crossing point, but only at the outgoing customs office and at the customs of the destination. The prerequisite for shipping with Carnet TIR is transport in a vehicle or container that can be sealed in accordance with the provisions of the TIR Agreement . As of December 1, 2013, the Russian customs authorities finally announced the nationwide withdrawal from the previous TIR Carnet procedure. On January 11, 2016, it was reported that Russia's customs authorities are again clearing trucks with TIR Carnets at 45 selected border crossing points. The basis for this is the order no. 2568 of December 14, 2015 to the customs offices to accept the customs document to the known provisions, it says from Moscow.

Carnet CPD (Carnet de Passages en Douanes)

The Carnet de Passages en Douanes (also Carnet de passage , Triptik or Triptyk ) is a customs pass book for the temporary use of means of transport abroad and is required by many countries when entering the country by motor vehicle or watercraft in order to be able to import the vehicle temporarily free of duty . Under certain circumstances it can be used in several countries and is usually valid for a limited period of time for travel or a maximum duration. The Carnet de Passage is issued by authorized agencies on payment of a guarantee or security deposit , which can be used to service customs claims in the event of non-re-export. In certain countries an automobile club can act as a guarantor (e.g. for its members). The proper export is noted in the carnet by the customs of the country of departure. When the properly stamped carnet is presented to the issuing organization, the deposited security is released.
