Certified HR specialist is a publicly recognized qualification at the master’s level , which is awarded after successfully completing function- related commercial advancement training in accordance with the Vocational Training Act. The nationwide examination takes place on the basis of a special statutory ordinance before the examination board of a Chamber of Industry and Commerce (IHK). The preparation for the exam is usually carried out by a private educational institution.

History of advancement training

The examination for certified personnel specialist was established in the Federal Republic of Germany for the first time in the early 1970s through the adoption of a special legal regulation by the responsible vocational training committees of the chambers of industry and commerce. At that time, further training to become a specialist for human resources was one of the most frequently attended further training to become a specialist after the training to become an accountant . Due to its importance, further training was regulated nationwide in 2002 by the ordinance on the examination for the recognized qualification of Certified Personnel Specialist / Certified Personnel Specialist (PersFachkPrV).

In personnel administration, personnel specialists ensure efficient payroll accounting in accordance with legal provisions. You will conduct negotiations with the general works council, deal with employment law and employment contract law, keep personnel files and plan appointments for job and personnel interviews. In addition, HR specialists advise the management on minimizing costs and optimizing personnel assignments.

In personnel planning and recruitment, they are responsible for defining areas of responsibility and positions as well as developing and implementing appropriate staffing plans. Using the position plans, they determine, for example, the personnel requirements and develop suitable strategies for recruiting. In the area of ​​personnel development, they determine employee qualifications and, after comparing them with the respective job requirements, create training plans for the professional and personal development of employees.

Examination admission requirement

Proof of admission to the examination is required:

  • Completed vocational training in a recognized commercial apprenticeship followed by at least two years of relevant professional experience or
  • completed vocational training in another recognized occupation followed by at least three years of relevant professional experience or
  • without vocational training but with at least five years of relevant professional experience

Relevant professional practice is recognized as what is essentially associated with personnel work. Anyone who demonstrates that they have the necessary knowledge and experience by submitting certificates or in another way can also be admitted.

In addition, before the start of the HR specialist exam, evidence of a successfully passed exam in accordance with the trainer suitability ordinance (also called AdA certificate) must be provided.

Participation in an exam preparation course is not mandatory for admission to the exam.

IHK examination

The examination regulation is uniform nationwide. The written examination dates are also set nationwide - always for April (spring examination) and October (autumn examination). The exam consists of a written (four individual topics or parts of the exam) and an oral part (presentation with a concluding technical discussion). Both parts must be passed successfully in order to pass the exam.

Training duration

Training courses that prepare for exams are offered full-time as well as part-time. A duration of 480 teaching hours is usually set in each case. The full-time preparation for the advanced training exam usually takes place over a period of three to five months.
