Cayo Sur is a small uninhabited island in the Caribbean Sea about 70 kilometers off the coast of Honduras and Nicaragua .

The Cay is no bigger than two soccer fields and was controversial between the two countries until 2001. The surrounding waters are rich fishing grounds and oil - deposits . In 2000 Nicaragua charged Honduras with stationing troops on the small island. A Honduran diplomat was quoted as saying the country had four cats on the island. The presence of the military was later confirmed by the Honduran Foreign Minister Roberto Flores . Military attachées sent by Honduras, in turn, denied this. In 2001 the two countries signed an agreement in the presence of representatives of the Organization of American States for the Pacification of the Conflict. The case landed before the International Court of Justice , which on October 8, 2007 unanimously upheld Honduras' sovereignty over Cayo Sur and three other cays, Bobel, Savanna, Port Royal .
