The company was founded on August 20, 1853 to link the Forest of Dean with the coal region in South Wales. The driving force behind this was Member of Parliament Crawshaw Bailey . When the company was founded, the Monmouth Railway (Monmouth-Coleford) was also taken over. On July 1, 1861, the bridge over the Wye was opened and at the same time the line was leased to the West Midlands Railway for 1000 years . The planned continuation of the line to Coleford was no longer implemented. On August 22, 1881 the company was acquired by the Great Western Railway .

Passenger traffic ceased on June 13, 1955 and freight traffic on September 13, 1965.
