Comisión para el Esclarecimiento Histórico

The Comisión para el Esclarecimiento Histórico (Spanish for Commission for the Enlightenment of History ) or CEH for short was a Guatemalan truth commission that investigated the events of the Guatemalan civil war . The chairman was the German international lawyer Christian Tomuschat . It was founded in 1994 and presented its final report in 1999.

The CEH found that 53 people died and 47 other people were injured in the Panzós massacre on the square in Panzós and in the attempt to escape. Among the victims was Adelina Caal, known as “Mamá Maquín”.

The CEH also investigated the activities of Donaldo Álvarez Ruiz , who, according to the report, also ordered the murders of his wife, former mayor Manuel Colom Argueta, opposition politician Alberto Fuentes and a student union official, Oliverio Castañeda.

On December 19, 1997, the CEH applied to the then Defense Minister for a statement on the Xamán massacre . On December 19, 1997, the minister replied that he was forbidden to comment on the case, as the relevant legal proceedings were pending.

In 1999, the CEH found that 83% of the civil war victims were indigenous people (most of them Maya ) and that 93% of the atrocities were committed by the army , 3% by the rebels and 4% by other groups. In addition, at least 200,000 people were killed in the civil war. On the basis of the CEH report, criminal charges were brought against Héctor Mario López in 2000 . He was arrested in June 2011.
