Donaldo Álvarez Ruiz

Colonel Donaldo Álvarez Ruiz (born August 22, 1931 ) was Ministro de Gobernación (Minister of Government) from 1976 to 1982 in the cabinets of Generals Kjell Eugenio Laugerud García and Fernando Romeo Lucas García in Guatemala .

Life

Donaldo Álvarez Ruiz studied law at the Universidad de San Carlos de Guatemala . In 1962 he was admitted to the bar. He took first place in a Central American hammer throwing competition. He married the journalist Irma Flaquer, who later fell victim to him. On the occasion of the coup of Alfredo Enrique Peralta Azurdia on March 31, 1963, Álvarez advised the armed forces of Guatemala on the establishment of the Partido Institucional Democrático (PID), became general secretary of this party and in 1966 a member of parliament.

He organized death squads , including from June 3, 1966 to 1978 the Movimiento de Acción Nacionalista Organizado (MANO). Álvarez made lists of people who were to be tortured and who should disappear.

The dictatorial ruling general Kjell Eugenio Laugerud García appointed him on August 1, 1976 to the Ministro de Gobernación . As such, the Policía Nacional and the civilian secret police fell under his jurisdiction. Álvarez Ruiz created a wide network of informants, kidnappers and torturers with the aim of fighting Marxist groups. His obsession went so far that he set up a torture room in his own home. As the government official for security policy, he pushed asymmetrical warfare to extremes and became the greatest element of uncertainty for supposed and actual political opposition.

The report of the Comisión para el Esclarecimiento Histórico also assigns Álvarez the murders of his wife, the former mayor Manuel Colom Argueta, of the opposition politician Alberto Fuentes and a functionary of a student association, Oliverio Castañeda.

After the coup which brought Efraín Ríos Montt to power in March 1982, he went into exile. From 1983 to 1989 he was in Miami. In 1989 he received a residence permit in Mexico. Since December 10, 2003 there has been an arrest warrant for Álvarez from the Audiencia Nacional de España . The crimes that Alvarez Ruiz are charged with today are torture, genocide and state terror during the Guatemalan civil war .

In early 2005 he was suspected to be in Mexico City.
