Commerce Control List

The Commerce Control List (abbreviation: CCL ; German  "Trade Control List " ) is an export list that contains goods originating in the USA , exporting them from the USA or re-exporting them (for example, exporting goods originating in the USA from the EU) US perspective is subject to an export license . It is published and updated regularly by the Bureau of Industry and Security .

The listed in the Commerce Control List goods comes to hardware , software or technology that can be used for both civilian and military ( English dual-use goods ). The identification is made with the ECCN number ( English Export Control Classification Number ). Monitoring reasons ( English Reasons for Control ) are specified for the individual ECCN and possible exceptions ( English License Exceptions ) are specified. With the aid of the country list ( English Country Chart ) it can then be determined whether under US law export or re-export control regulations are to be observed for deliveries to certain countries.

From the point of view of the US authorities, the authorization requirement then also applies worldwide to companies and persons outside the US: For goods that have been manufactured with US technology or US software outside the US, an export license in the US may be required when they are exported be requested. This claim is enforced extremely effectively through the threat (and imposition) of sanctions.

The CCL is divided into categories 0 to 9 and there divided into groups A to E:

Category 1 - Materials, Chemicals, Microorganisms, and Toxins
Category 2 - Materials Processing
Category 3 - Electronics
Category 4 - Computers
Category 5 - Telecommunications (Part 1) and Information Security (Part 2)
Category 6 - Sensors and Lasers
Category 7 - Navigation and Avionics
Category 8 - Marine
Category 9 - Propulsion Systems, Space Vehicles and Related Equipment
Group A - Systems, Equipment and Components
Group B - Test, Inspection and Production Equipment
Group C - Materials
Group D - software
Group E - Technology
