Export Control Classification Number

The Export Control Classification Number ( ECCN for short ) is an alphanumeric identifier for export goods of US origin.

The ECCN is used within the American Commerce Control List (CCL) of the Bureau of Industry and Security to identify goods that are subject to American export control law. The ECCN is i. d. Usually 5 digits and begins with a number between 0 and 9 (category), followed by one of the five letters from A to E (product group, type). This is followed by 3 digits (identifier), e.g. B. 3A001. Possibly. the identifier is further subdivided product-specifically by letters and a number, e.g. B. 3A001.b.4.b or 3A001.b.8.

The ECCN EAR99 is a special case . It is reserved for all goods that come under the jurisdiction of the United States Department of Commerce but are not listed in the Commerce Control List . From the point of view of the US authorities, this also includes all goods that have been manufactured outside of the US but with the help of US technology or US software.

The ECCN normally corresponds to the German export list number , as categories 1 to 9 come from the Wassenaar Agreement . However, the Commerce Control List contains more goods than the German export list.

Using the identification number and the provisions in the CCL, an exporter can decide which products are subject to export authorization requirements for certain countries under US law, i.e. are subject to US re-export controls.
