Commonwealth Trust Limited (CTL) is a global company headquartered in Road Town , British Virgin Islands . It has several international agencies, including in the Bahamas and Belize , and is one of the largest trust companies in the world.
The company was founded in 1994 by Thomas Ward, a Canadian entrepreneur, and the American Scott Wilson.
The company is mentioned in some of the documents released through offshore leaks in March 2013 . CTL is regarded as a company that has helped tens of thousands of customers to set up foundations and companies to avoid tax in offshore financial centers , as well as to provide bank accounts that are difficult to understand. CTL is said to have repeatedly violated laws against money laundering .
One of the companies founded is said to have been involved in the Magnitsky affair .
