Community Innovation Survey

The Community Innovation Surveys (CIS) are a series of statistical surveys carried out by national institutions in the member states of the European Union as well as in Norway and Iceland . The EU-wide harmonized surveys are used to map and analyze innovation activities in the various industries and regions within the participating states. The data are used, for example, for the annual publication " European Innovation Scoreboard " and for numerous scientific publications.

Elevation

A number of individual innovation surveys were carried out in the 1980s. Building on this, the member states of the EU decided to bundle their efforts and applied a methodological approach based on the Oslo Manual .

A total of six CIS surveys were carried out up to 2009:

  • CIS1, 1992
  • CIS2, 1996
  • CIS3, 2001
  • CIS IV, for the years 2002–2004
  • CIS 2006, for the years 2004–2006
  • CIS 2008, for the years 2007–2008

The planning for CIS 2010 is currently in progress.

CIS1 suffered from special challenges: on the one hand, there were only inadequate methodological standards, on the other hand, the time frame was very tight. Nevertheless, it represented an important step towards standardizing the procedure and was therefore an important contribution to the international comparability of the data collected - also with surveys outside the EU. The same applies to CIS2, even if the first two CIS surveys were characterized by a very broad definition of "innovative companies", so that a relatively large number of companies were included. In the following surveys, service innovations were also taken into account and in the most recent survey, design innovations were also included, the elements such as organizational changes or marketing.

The survey is carried out in the individual countries by appropriately commissioned organizations, which are based on the EU-wide guidelines and the Oslo Manual. As a rule, a sample of companies is drawn to be representative in terms of industry, company size and region. With regard to company sizes, a selection of all companies below a certain number of employees is selected, while at least in most countries an attempt is made for the largest companies to include all. The survey is carried out at the level of the individual companies, i.e. each selected company receives a questionnaire. Companies that organize their activities in legally separate parts of the company could be questioned several times.

In Germany, the CIS has been carried out on behalf of the Federal Ministry of Education and Research since 1993 by the Center for European Economic Research in Mannheim in cooperation with the Infas Institute for Applied Social Science . The Fraunhofer Institute for Systems and Innovation Research has also been involved since 2005 .

The Community Innovation Surveys are the best known source of data on innovation measurement in Europe. Aggregated data can be obtained from the Eurostat website . Data from the German survey can be found on the ZEW website.

The tables cover information about the companies, product and process innovations, innovation activities and expenditures, and innovation collaborations. This is supplemented by data on sources of funding, ecological aspects of innovations, etc.

The created microeconomic data can be obtained by scientists from the SAFE Center on the Eurostat premises in Luxembourg or viewed anonymously on CD-ROM. Most states also offer similar access. Eurostat also offer access to the EU-wide dataset for selected countries. some non-EU member states conduct similar surveys using a comparable method. These include Canada, Australia, New Zealand and South Africa.
