The decree on land or decree on the ground ( russ. Декрет о земле ( Decree Semljé o )) was according to the Decree on Peace the second decree the self-proclaimed new workers and farmers Government represented by the October Revolution from 24- 25th October 1917 was created. It was drawn up by Vladimir Ilyich Lenin and was presented at the session of the All-Russia Council of Workers', Soldiers' and Peasants' Deputies on October 26th . / November 8, 1917 greg. Along with the Decree on Peace and the Decree on the Rights of the Peoples of Russia , this decree is one of the three so-called coup decrees, with the help of which the new Bolshevik leadership of Russia wanted to gain broad popular support as quickly as possible.

The decree on land was based on the demands of the peasants, who had already formed soviets and land committees in August. The land has been declared “common property of all who work on it”. It represented the legal basis for the confiscation of the land of the landlords, churches and state domains, including living and material inventory, without compensation - de facto the nationalization of the country (150 million hectares). The private ownership of factories and companies initially persisted (until mid-1918), but their function was controlled by the workers' soviets. Every citizen who intended to work land was given a right of use.
