German Emissions Trading Authority

The German Emissions Trading Authority (DEHSt) is the national authority responsible for EU emissions trading within the Federal Environment Agency (UBA) in Berlin . The main tasks of DEHSt are the allocation and issue of emission allowances, monitoring and control tasks, the management of the national register and national and international emissions reporting.

DEHSt is the competent authority provided for in the Greenhouse Gas Emissions Trading Act (TEHG) of July 8, 2004 , which administers all aspects arising from greenhouse gas emissions trading. It is the central point of contact for companies in the German economy whose systems are subject to EU emissions trading. In addition, it is the contact point for the Federal Environment Ministry, for the federal states (in particular the responsible state emission control authorities), for external trading platforms and other service providers.

Furthermore, the DEHSt is a kind of land registry. Every natural or legal person who wants to trade in emission allowances from 2005 onwards receives an electronic account here for booking the transactions. For this purpose, a so-called national emissions trading register is being created, which works together with a central office for the EU and all member states.
