German Committee for Underground Construction

The German Committee for Underground Construction (DAUB) eV, based in Cologne, was founded in 1972 on the initiative of the Federal Minister of Transport and entered into the register of associations in 1973. The suggestion for the establishment of national tunneling committees goes back to the recommendation of an OECD conference that took place in Washington, DC , USA in 1970 , at which representatives from 20 nations decided to found an international association for the field of underground construction. The  International Tunneling Association  (ITA) was founded in Oslo in April 1974 with 20 founding members, including Germany. The task and goal of the ITA is the development and worldwide dissemination of technically secured basics in underground construction for healthy urban development in the metropolitan areas as well as to secure and improve mobility in regional and interregional traffic. In their countries and with their members in international working groups, the national committees develop recommendations and other publications on important, current topics of underground construction.

It is a national, independent body composed equally of experts from authorities, planning, science and business.

In particular, the committee deals with

  • Newly developed tunneling methods
  • Reduction of the impairment of public life in the construction phase
  • Security in underground traffic systems
  • Safety on tunnel construction sites with regard to people and the environment
  • Contract drafting (low-conflict contracts)

membership

There are essentially three groups involved in building tunnels:

  • Authorities and builders
  • Science and planning
  • Economy (e.g. building contractors, manufacturers of tunneling machines, manufacturers of safety technology)

These three groups are represented in the DAUB with up to ten people each. The chairmanship is held every three years by a representative from one of the three groups. The work in the DAUB is voluntary. The following goals are agreed in the statutes:

Members of the DAUB can become persons who, unselfishly, make their knowledge and experience available to promote underground construction. The members should, if possible, consist of representatives of the authorities, science and business in equal parts.

The number of members is limited to 30, whereby the members are elected by a two-thirds majority for 3 years. Re-election is possible.

Integration in international umbrella organization

With the statute it was decided that the national body is also committed to international goals.

The Daub Committee is nationally independent, but has been involved in shaping the ITA ( International Tunneling Association ) from the very beginning (often in a personal union in different positions - partly in leadership).

Underground construction in Germany

It is a series of publications jointly published by the STUVA and the DAUB, which documents the state of the art in the construction and operation of tunnel structures in Germany.

These topics have been covered so far:

  • geology
  • Builders and structure of the operator
  • Procurement law
  • financing
  • Planning, design and approval process
  • Research and development in tunnel construction
  • Work-and Healthprotection
  • Statistics, analysis and outlook

The work is supplemented by extensive documentation of tunnel structures carried out in Germany (underground, city and S-Bahn tunnels, long-distance train tunnels, road tunnels, supply and disposal lines, caverns). International examples with German participation are also taken into account.

So far, 4 volumes have been published (1995, 2000, 2005, 2010). The series will not be continued and will be replaced by an online database (under construction).
