Type of service delivery

In the General Agreement on Trade in Services (GATS) of the World Trade Organization , four modes of supplying services ( modes ) are distinguished.

Modes of delivery

Example for Austria

Cross-border delivery

Mode 1 : Cross-border provision: e.g. B. ORF broadcast, which is broadcast across Europe.

Utilization abroad

Mode 2 : Utilization abroad: e.g. B. An Austrian goes to Hungary for dental treatment .

Business presence (branch)

Mode 3 : Business presence: e.g. B. An establishment is required to provide a service.

Presence of natural persons

Mode 4 : Presence of natural persons: e.g. B. An Egyptian doctor opens a private clinic in Austria with Egyptian staff.

Mode 3 and Mode 4 are the new modes promoted by Gats, Mode 3 can be seen as a modification of the MAI , Mode 4 can be seen as a migration agreement.

Scheme

Since there was no generally shared definition of goods, a scheme was developed during the negotiations on the GATS that divides services into 12 sectors , which in turn are subdivided into around 155 subsectors and which are also affected by GATS. Each of these sectors is negotiated as a separate point in each mode .

The GATS therefore includes key economic areas and cross-sectional functions (such as financial or telecommunications services) and basic social services such as education, health and audiovisual media.
