The Drugs and Addiction Council , under the leadership of the Federal Government's Drugs Commissioner , is developing the strategic basis for the Federal Government's drug and addiction policy for the coming years. After a break and reforms in the system, it emerged from the Drugs and Addiction Commission of the Federal Ministry of Health.

The council was first constituted on October 27, 2004. It meets twice a year. The council makes recommendations and supports the drug commissioner of the federal government in the implementation of their projects.

The council should point out developments and problems that are of importance for the work of the drug commissioner of the federal government and the drug and addiction policy at the federal level and submit appropriate solutions. In addition, the goals and measures taken for their fulfillment in the “National Strategy for Drug and Addiction Policy” should be accompanied during their implementation. Personnel composition

The composition of the drug and addiction council was not initially published. It was a request on the portal Abgeordnetenwatch replied on 17 January 2011, a list of participating organizations, but without mention by name, using the following 28 January 2011, arguing that the meetings "after the Rules of Procedure of Drug and Addiction Council not [are] public, therefore the minutes of the meeting are not published either. ”As a result, on January 28, 2011 a request for the Freedom of Information Act was sent, which the Office of the Drug Commissioner confirmed on February 2, 2011. Various media subsequently published on this topic and a petition was accepted in the German Bundestag on April 7, 2011, calling for transparency in the drug policy committees. The application under the IFG was satisfied on March 25, 2011 with an inspection of the files. On May 2, 2011, the rules of procedure of the Drugs and Addiction Council were published, and on May 31, the list of members by name was published by the Drugs Commissioner. As a result, the Drugs and Addiction Council has been criticized for disregarding the internationally recognized GIPA principle, i.e. the participation of people with HIV / AIDS at all levels of decisions affecting them, and for not representing any self-help organizations from the illegal drug sector. Recognized organizations such as the Society for Addiction Medicine (DGS) as an advocacy group and specialist society for many hundreds of addiction physicians are not involved, nor is Acceptance eV, the federal association for accepting drug work and humane drug policy .

The members of the Drugs and Addiction Council are representatives of the federal ministries, the federal states and central municipal associations as well as the members appointed by the drug commissioner of the federal government in agreement with the respective sending office.

They are among others representatives of:

  • Federal and State Ministries,
  • Associations of addiction help and self-help,
  • statutory health insurance,
  • addiction research,
  • the Federal Employment Agency as well
  • the German Medical Association
  • public television
  • the private television.

Influence of economic policy issues in the work of the Drug and Addiction Council

An official letter shows that the Federal Ministry of Economics and Technology exerted influence in campaigns for alcohol and tobacco prevention for "economic policy" reasons.
