It calls on all states to improve access to health care, education, training and support for children and families at risk, to maximize education about children's rights and to pass or strengthen laws protecting against sexual exploitation. To this end, the signatory states are specifically called upon to develop specific national work programs. In September 2011, the federal government passed a national action plan.
