Federal vote on temporary additional funding for disability insurance

The federal vote on temporary additional funding for disability insurance is a mandatory referendum , which was voted on in Switzerland on September 27, 2009 . This federal bill called for the increase in VAT rates for the period from January 1, 2011 to December 31, 2017 in order to stabilize the disability insurance debt . The vote was about a constitutional amendment that was passed by the National Council and the Council of States on June 13, 2008. In Switzerland, constitutional amendments are generally subject to a mandatory referendum.

The people approved the constitutional amendment with 54.5% yes-votes; 12 cantons accepted the proposal, 11 rejected it.

The Federal Decree, with the full title Federal Decree of June 13, 2008 on a temporary additional financing of the disability insurance by increasing the VAT rates , in its original form saw the increase in VAT for the period from January 1, 2010 to December 31, 2016. Due to the economic situation Parliament decided on June 12, 2009 to postpone the period by one year.

The federal vote asked the voters the following question:

Do you want to accept the federal decree of June 13, 2008 on temporary additional financing of disability insurance by increasing the VAT rate, as amended by the federal decree of June 12, 2009?

The federal constitution is amended as follows:

Art. 196 no. 14 Subject heading and paragraphs 2 (new) and 3 (new)

  1. Transitional provision to Art. 130 (VAT)
2 To secure the financing of disability insurance, the Federal Council is increasing the VAT rates from January 1, 2011 to December 31, 2017 as follows:
a. by 0.4 percentage points the standard rate according to Article 36 paragraph 3 of the Federal Act of 2 September 1999 on Value Added Tax (VATG);
b. by 0.1 percentage points the reduced rate in accordance with Article 36 paragraph 1 VAT Act;
c. by 0.2 percentage points the special rate for accommodation services according to Article 36 paragraph 2 VAT Act.
3 The income from the increase in accordance with paragraph 2 is allocated in full to the disability insurance compensation fund.

Bottom line

The resolution was adopted with 1,110,846 votes in favor (54.5%) compared to 928,601 votes against (45.5%). 11 2/2 stands approved the bill, 9 4/2 rejected the bill. The participation was 40.8%.
