Emmanuel Ramazani Shadary

Emmanuel Ramazani Shadary Mulanda (born November 29, 1960 in Kasongo , in today's Maniema Province ; also Emmanuel Ramazani Shadari Mulanda ), is a politician and former minister in the Democratic Republic of the Congo . He was a candidate for the Parti du Peuple pour la Reconstruction et la Démocratie (PPRD) in the 2018 presidential election .

Career

Shadary studied political and administrative sciences at the Universities of Lubumbashi and Kinshasa (UNIKIN) and was an assistant at the University of Kindu from 1992 to 1994 .

He became deputy governor in 1995 and governor of Maniema Province from July 18, 1997 to October 3, 1998. After the outbreak of a war between various rebel groups and sometimes with armed forces from Rwanda and Uganda, he had to give up control of the province and was only able to return as governor from 2002.

From 2006 to 2011 he was first vice-president of administrative policy and legal commission of the National Assembly and from 2012 chairman of the parliamentary group of the PPRD, which he co-founded, and coordinator of the parliamentary majority in the lower house until today.

As Deputy Prime Minister and Minister of Interior and Security, Shadary has been responsible for the police and security services and coordinating the work of the provincial governors since he took office on December 20, 2016. In this capacity, according to the European Union , which put him on a sanctions list on May 29, 2017, he was responsible for the recent arrests of activists and opposition members and the disproportionate use of force since his appointment, such as the crackdown on members of the 1969 founded new religious movement Bundu Dia Kongo (BDK) in the province of Congo Central , the repression in Kinshasa in January and February 2017 as well as the disproportionate use of force and the violent repression in the Kasaï province. In this role he was therefore involved in the planning, control or commissioning of actions that constitute serious human rights violations. The sanctions include a ban on entering the EU and freezing of assets, as well as a ban on providing funds or economic resources to those on the list. Shadary later became his party's "permanent secretary".

Shadary ran as the PPRD's presidential candidate in 2018. He was considered the preferred candidate for President Joseph Kabila , who was not allowed to run again after two terms. According to the electoral commission, he received around 23.8% of the vote and was third behind Félix Tshisekedi and Martin Fayulu .
