Pustyje Cholmy ( Russian Пустые холмы , also known in the English translation Empty Hills ) is an international, non-commercial art and music festival in Russia . It has been held annually since 2003. The number of visitors is around 50,000. The venue changes every year and is only announced a few days before the festival. The festival usually takes place in Smolensk Oblast or Kaluga Oblast over a few days in June.

There is no company, organization or authority behind Empty Hills . There are also no major sponsors. Volunteers are responsible for organizing the festival and it is supported by small donations. The music program is varied and is not limited to individual genres. Space is offered to many unknown artists. In addition to music, the program includes various art forms, such as theater, cinema, dance, performances, sculptures, installations and seminars. The visitors have the opportunity to design the festival themselves and to get involved.
