Entity in Charge of Maintenance

The Entity in Charge of Maintenance (the entity responsible for maintenance) denotes a new role in rail transport.

After the liberalization of rail traffic, the role of the previously integrated railway companies and state railways was divided into various sub-roles. These are in particular

  • Vehicle owner
  • Vehicle owner
  • Vehicle operator ( railway company )
  • Entity in Charge of Maintenance (entity in charge of maintenance)
  • Infrastructure operator ( railway infrastructure company )

Regulation (EU) 445/2011 created a certification requirement for maintenance of freight wagons and at the same time defined a catalog of requirements. For all other maintenance of railway vehicles, certification is expected to be mandatory from 2018.

According to this regulation, the ECM has four sub-roles

  • Management function (ECM 1)
  • Maintenance development (ECM 2)
  • Vehicle fleet management (ECM 3)
  • Maintenance function (ECM 4)

The ECM is valid in the European Railway Agency (ERA European Railway Agency ) and the Intergovernmental Organization for International Carriage by Rail (OTIF organization intergovernmental pour les transports internationaux ferroviaires ).
