ERA

The Rail Agency of the European Union ( English European Union Agency for Railways ; 2016: European Railway Agency ; English European Railway Agency , ERA ) is an agency of the European Union with the main task of the security and interoperability of rail transport in the EU to strengthen. The development of an integrated rail system in the European Union has so far been hampered by different technology and regional safety regulations .

history

A common concept on questions of railway safety and compatibility of regional systems is to be developed, implemented and controlled. In mid-2006, the agency began its work in full, initially with around 100 employees, mainly specialists from the railway sector.

The managing director has been the Austrian Josef Doppelbauer since January 2015. The doctor of physics was most recently Vice President for Research and Technology at Bombardier.

As part of the fourth railway package , the agency was renamed "Railway Agency of the European Union" with effect from June 15, 2016 and assumed central responsibility for safety certificates from railway companies as well as responsibility for the approval of cross-border vehicles. For inland vehicles, operators should be given the choice of approving them by a national authority or by the ERA.

Legal bases

As part of its common transport policy , the EU has passed various pieces of legislation that should enable European railway law to be integrated from a technical point of view . The ERA was created on the basis of one of these regulations, Regulation (EC) No. 881/2004 of April 29, 2004. Regulation (EU) 2016/796 has been the legal basis since 2016.

Seat

The agency's headquarters are both in northern France. The nominal headquarters and offices are in Valenciennes , while most of the conferences take place in neighboring Lille .
