ACER

The Agency for the Cooperation of Energy Regulators ( ACER , English Agency for the Cooperation of Energy Regulators ) is a decentralized agency of the European Union , based in Ljubljana (dt. Ljubljana ), Slovenia . The authority, founded in 2009, has the task of monitoring and regulating the European energy markets in terms of transparency and stability .

history

On 13 July 2009, the issued European Parliament and the EU Council , the Regulation no. 713/2009 (founding regulation). This also describes the establishment and legal status, tasks, organization and their financing. In December 2009, Ljubljana was selected as the headquarters of ACER.

In May 2010, the Italian Alberto Pototschnig was appointed ACER's first director. His term of office is five years. Pototschnig was previously Chairman of the consulting firm Mercados EMI .

The ACER office was opened on March 3, 2011 by EU Energy Commissioner Günther Oettinger and Slovenia's Prime Minister Borut Pahor in Ljubljana. The establishment of ACER is part of the third energy package , which also came into effect that day. It contains rules for the proper functioning of the energy markets , such as the unbundling of the networks and the strengthening of the independence and powers of national regulators.

In October 2011, the European Parliament and the European Council passed the regulation on the integrity and transparency of the wholesale energy market (REMIT), which ACER is tasked with implementing. The ordinance came into force on December 29, 2011.

tasks

The agency has the following tasks:

  • Supplement and coordination of the work of the national energy regulatory authorities (e.g. Federal Network Agency and E-Control ),
  • Participation in the creation of European network regulations,
  • Making binding individual decisions on the provisions for access to cross-border infrastructures and their operational security,
  • Advising the EU institutions on energy issues and
  • Monitoring and reporting on developments in the energy markets.
