The European Union Institute for Security Studies ( English EU I nstitute for S ECURITY S tudies; EUISS , French Institut d'études de sécurité de l'Union européenne ) is the think tank of the EU's foreign policy. It was set up in 2002 under the Union's Common Foreign and Security Policy (CFSP) to promote a common European security culture, contribute to the development and planning of the CFSP and enrich the strategic debate in Europe. The institute is based in Paris and has had a liaison office in Brussels since 2012 .

As an autonomous agency of the European Union , the EUISS is completely independent in its intellectual capacity. The institute's research area spans the entire EU foreign policy with a special focus on security issues. By organizing regular seminars and conferences, the EUISS offers a unique discussion platform for EU institutions, politics and European and international think tanks. The institute prepares analyzes for the Political and Security Committee (PSK) and the High Representative of the European Union for Foreign and Security Policy / Vice-President of the European Commission .

The EUISS was founded by the Joint Action 2001/554 / CFSP of the Council and replaces the Institute for Security Studies of the Western European Union. The EUISS was inaugurated on January 1st, 2002.

The Group of Personalities

The institute works closely with people from the armaments industry and their assisting university members, within the framework of a "Group of personalities", GoP, as an advisory body. They are for their respective clients for the procurement of military equipment in the EU active . The group is formally assigned to the "EU Commissioner for Internal Market, Industry, Entrepreneurship and Small and Medium-Sized Enterprises", Elżbieta Bieńkowska , and published the first "Recommendations" in February 2016. The influence of relevant business circles on EU procurement and their desire to significantly increase EU military spending as a whole is clearly expressed in this.
