ECDC

The European Center for Disease Prevention and Disease Control ( English European Center for Disease Prevention and Control ECDC ) is an agency of the European Union to the prevention of communicable diseases and control in the European Union to improve.

The creation of the ECDC goes back to the decision of the European Parliament and the Council of 24 September 1998 to set up a network for the epidemiological surveillance and control of communicable diseases in the Community. The center was established with Regulation (EC) No. 851/2004 of April 21, 2004 and its mandate, tasks and organizational structure were defined. However, the ordinance does not give the center any regulatory powers.

The inaugural conference took place in Solna , Sweden , where the agency has been based since then and started work on May 20, 2005. In April 2018, the ECDC moved into its new office building in Solna in the Frösunda district, Gustav III: s Boulevard 40.

In March 2005 the Hungarian Zsuzsanna Jakab became the agency's first founding director. 2010–2017 she was followed by the Dutchman Marc Sprenger . The German Andrea Ammon has headed the ECDC since 2017 .

tasks

The mandate of the center is to determine the current and emerging risks to human health caused by communicable diseases, to evaluate them and to pass on information about them (Art. 3 Regulation 851/2004). To this end, it should also work with the World Health Organization and with third countries .

The center performs the following tasks:

  1. Collecting, collecting, compiling, evaluating and disseminating the relevant scientific and technical data,
  2. Preparation of scientific opinions and provision of scientific and technical support, including training,
  3. Providing timely information to the Commission , Member States , Community bodies and international organizations active in the field of public health,
  4. Coordinating the European networking of bodies operating in areas covered by the mandate of the Center, including those resulting from public health activities funded by the Commission, and operating specialized surveillance networks and
  5. Exchange information, expertise and best practice and facilitate the development and implementation of joint actions.

For example , as recommended by the ECDC , patients who have recovered from COVID-19 should have tested negative at least twice before being discharged from the clinic. The further spread of the SARS-CoV-2 virus is observed and documented.

Member States provide the Center with scientific and technical data on the development of epidemic situations. The decision of 22 October 2013 lays down the rules for data and information to be reported by the competent national authorities and made available to the Center for coordination. The ECDC operates and coordinates a network for the epidemiological surveillance of communicable diseases and related special health risks and is in constant contact with the Commission and the competent authorities at national level.

The basis for coordination with the ECDC was implemented in Germany in the Infection Protection Act of 2001 (IfSG). The Robert Koch Institute is the competent national authority within the meaning of the resolution of October 22, 2013 and is responsible for the transmission of data to the ECDC ( Section 12 (2) sentence 4 IfSG).

The Commission's Implementing Decision of 13 February 2017 lays down the procedures for sending alerts under the early warning and response system and for exchanging information, consulting and coordinating responses to threats.

organization

The organs of the center are the administrative board elected for four years, the managing director with associated staff and an advisory board (Art. 13 ff. Reg. 851/2004). The Governing Body mainly decides on the annual work program of the ECDC and monitors its implementation. He also estimates the annual income and expenditure in the budget, which the director implements. Authorities from the member states are sent to the advisory board, currently Osamah Hamouda and Ole Wichmann from the Robert Koch Institute for Germany , as well as observers and members of non-governmental organizations without voting rights.

Publications

Since March 2007 the ECDC has published a peer-reviewed journal entitled Eurosurveillance , which is devoted to the topics of epidemiology and epidemiological surveillance as well as the prevention and control of infectious diseases. In addition, the ECDC publishes annual reports on the prevention and control of infectious diseases and summaries of expert and scientific meetings.
