Third EU energy package

The EU's third energy package was adopted by the European Parliament in 2009 in order to further liberalize the electricity and gas markets in the EU and to strengthen consumer rights . The third energy package contains two directives and three ordinances .

Further measures and implementation

After the guidelines came into force on August 28, 2009, the member states had a year and a half to implement them in national law.

  • Creation of an EU agency for cooperation between energy regulators: this happened with the creation of ACER , whose office in Ljubljana opened in March 2011.
  • Order to the Commission to adopt binding network codes on the basis of these guidelines, e.g. B. for emergency situations;
  • Establishment of a network of transmission system operators for electricity ( ENTSOE ) and gas ( ENTSOG )
  • Obligation of the transmission system operator / transmission system operator to submit a ten-year network development plan to the national regulatory authorities every year
