Development National Park

In Germany, a national development park is a national park that does not 100% meet the criteria for such a park under Section 24 of the BNatSchG , but is in a development phase. According to the criteria for national parcs (= IUCN protected area category II) developed in 1997 on Vilm by the IUCN-WCPA and the EUROPARC Federation , a development national park must meet the requirements described in §24 over 75 percent of its area within 30 years. In 2002, the designation of development national parks was legally secured by the amendment of the Federal Nature Conservation Act, which generally facilitates the designation of a national park in Germany.

In 2008 the working group for nature conservation of the 16 federal states unanimously approved the “Quality criteria and standards for German national parks”, which had previously been drawn up by Europarc Germany with the participation of specialist authorities and experts.

Most German national parks are development national parks, but their development zones can be in very different stages. For example, the Kellerwald-Edersee National Park has a development zone of 8% of its total area, while the Hunsrück-Hochwald National Park has 52%.
