The term draft author comes from German building law and describes someone who creates a draft for a building , which in turn is submitted as a building application for building permission . Draft authors who prepare building plans for building projects that require building permits must be authorized to submit building documents ( building submission authorization ). Usually it is an architect or civil engineer . An architect can name himself who has been admitted to a chamber of architects. Depending on the federal state and the respective state building regulations, the draftsman is also referred to as a property planner or plan maker. In any case, the draftsman must have the knowledge and experience to prepare the respective building project. The draftsman is responsible for the quality of the draft and the completeness of the documentation.

The draftsman prepares the documents required to obtain the building permit (plans, forms, calculations) and submits them to the responsible authority (lower building supervisory authority or municipality) in coordination with the client. He is responsible for ensuring that the design (planning) complies with public law regulations. The remuneration of the draftsman is regulated in the HOAI (Fee Regulations for Architects and Engineers), where the term is also used expressly (authorization to submit ).
