Labor force (labor force concept)

In the labor force concept , the international standard of labor market statistics, the labor force , in Germany specifically civil labor force  ( ZE ) , means the entirety of all employed , self-employed and helping workers, including jobseekers .

Basics

Since, according to the recommendations of the International Labor Organization  (ILO), only private households should be taken into account, barracked soldiers are excluded. This is not done in all countries. The statistics according to the ILO system are independent of whether military personnel are considered to be gainfully employed in any other context or not. Since in states that have larger standing armies, the soldiers make up the largest group of residents in institutional households (other groups are prisoners and monks ), in Germany one speaks specifically of "civil". This is unusual in Austria and Switzerland. In this context, conscripts within the framework of the militia system are in some cases not counted as part of the population. Hence the expression Labor Force , because the Armed Forces are not part of the labor market .

In Austria there are a total of 4.4 million economically active persons according to the ILO concept (2013: 4,390,400), that is just over half of the population (2013: 52.6%). Of these, 95.1% were gainfully employed in 2013 (4,175,200 people) and 4.9% were unemployed (215,200, unemployment rate according to the international definition). The number of non-employed persons over 15 years (which are mainly pensioners , and no more school pupils and students ) revealed in 2013 2,748,100 people. This means that the ratio of economically active to adult inactive persons is a little under 2: 1.
