European Commission against Racism and Intolerance

The European Commission against Racism and Intolerance (Engl. European Commission against Racism and Intolerance , shortly ECRI ) is an independent commission of the Council of Europe to combat racism , discrimination , xenophobia , anti-Semitism and intolerance to the European Convention on Human Rights and was agreed in 1993 under international law. The ECRI is not a convention body, but goes back directly to the decision of the heads of state and government, which was implemented by the Committee of Ministers of the Council of Europe. Since 2013, it has also dealt with discrimination and intolerance towards gay, lesbian, bisexual and transgender people.

Members

The commission consists of 47 independent human rights experts, one of whom is appointed by each member state of the Council of Europe for a five-year term. The chairman has been Christian Ahlund from Sweden since 2014.

Legal basis

Legal working bases are the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR), the 12th Additional Protocol to the ECHR and the case law of the European Court of Human Rights (ECHR).

The commission publishes regular reports on the situation in the 47 member states, makes specific recommendations to the national authorities for practical improvements at local, national and international level and advises the member states. In addition, it has drawn up 14 general policy recommendations. The third pillar in the activities of ECRI is the work with civil society and national authorities, which, like the German Federal Anti-Discrimination Agency , entrusts the Swiss Federal Commission against Racism and the Austrian Ombud for Equal Treatment with the implementation of equality law and the fight against racism and intolerance are. In the fifth monitoring round, which began in 2013, ECRI also deals in the country reports with discrimination and intolerance against gay, lesbian, bisexual and transsexual people (LGBT) and makes recommendations to the member states in this area as well.
