The European Police Achievement Badge , abbreviated EPLA or BSPE ( Brevet Sportif du Policier Européen ), is awarded by the European Police Sports Association Union Sportive des Polices d'Europe (USPE) for special sporting achievements in shooting, swimming and running.

The USPE member countries are responsible for the correct implementation and procurement of the badges and attestation booklets. For Germany this is the German Police Sports Board (DPSK).

It is not a badge of honor in the sense of the law on titles, medals and decorations . Therefore it can only be worn as a badge or as a ribbon buckle with the state uniform if the respective uniform regulation explicitly allows this.

Applicants and awards

According to the statutes, the police performance badge can only be taken and acquired by police officers of the USPE member countries. The acquisition of the EPLA is not intended for members of other professions or institutions (e.g. Bundeswehr, military police and reservists or the fire brigade). These commit to "authorized persons" is from the DPSK strongly supports and has been withdrawn by the DPSK only for "carrying weapons customs officers".

By resolution of the DPSK, competence and responsibility for the rule-compliant performance acceptance and award of the European Achievement Badge were transferred to the federal states and the federal government. On the basis of this resolution, there is the possibility that in each federal state or federal state there are different regulations on organization, implementation (e.g. authorized persons to accept the services) and wearing the police performance badge on the uniform.

In practice, the badge is therefore also acquired and worn by other active or retired members of state European security organs and armed forces, e.g. B. by soldiers and reservists of the Bundeswehr .

Requirements by the end of 2013

The minimum services must be provided within a calendar year and are based on the age reached in that year. Applicants can also achieve the silver and gold awards regardless of the minimum performance required in the corresponding performance class through repetitions (seven bronze performances for the silver badge or seven of the silver performances for the gold badge). Anyone who fulfills the required performance in 5, 10, 15, 20, 25 years or a multiple of five years will receive a special award when they acquire or hold the golden badge. In such cases the gold badge with the number 5, 10, 15, 20, 25 ff. Is issued. All bronze and silver badges or repetitions are counted towards the number. For the above Regulations are only allowed to acquire one badge or one a repetition will be credited.

Tests are carried out with the service pistol from a distance of 25 m on the standing Olympic target or 10-ring target. The stop is stationary. The rest of the posture is optional (one-handed or two-handed, standing). The number of shots is four series of five shots. A time of 30 seconds is given for each series (timing without changing the magazine). The starting position (45 ° to the ground) is the loaded and relaxed pistol in the basic position. 110 rings are the minimum performance for bronze (5.5 cut).

Freestyle swimming is allowed. The distance is 300 m for all age groups. For the bronze achievement, for example, the following services must be provided:

The mileage is graded according to gender and surface (terrain or track). For the bronze performance, for example, is required:

Changes since 2014

A major innovation from 2014 is the revised catalog of services based on sports science criteria. The exams to be taken consist of the four areas of endurance, strength, speed and coordination. From now on, the applicant has the following options in the individual areas:

In the individual categories, as with the German sports badge, points are awarded for the performance provided (gold: 3 points, silver: 2 points, bronze: 1 point), which overall decide which EPLA is awarded.

The group of persons entitled was also specified. These must (according to the German translation of the statutes) be police officers on duty or police pupils or students at a police (university) school. At the same time, it is defined that the police means the entirety of the organs and institutions that are responsible for maintaining public security and order. Since it cannot always be clearly assigned historically (see " Amalgamation of police and gendarmerie "), the protection and criminal police are bracketed. However, the military police and other members of the army (e.g. Italian Gendarmerie Carabinieri ), members of the fire brigade and officials (with their own status?) Who do not belong to the police are explicitly excluded. Neither the employment relationship nor the employer are relevant in the English and French statutes, so administrative officials and employees in the police service , guard police , municipal security services up to the voluntary police service are entitled to receive services across Europe . Thanks to this specification and due to the special definition, the USPE countries no longer have the opportunity to independently expand the group of applicants.
