European Reassurance Initiative
European Reassurance Initiative (ERI) is a US military program that was launched under US President Barack Obama on June 3, 2014 in Warsaw after the Crimean crisis . The program was renamed the European Deterrence Initiative (EDI) in 2017 .
history
In 2014, the US Congress approved the program for the “urgent response to Russian aggression” in Crimea with around 800 million US dollars for the 2015 budget year , in order to underline the “readiness of the USA [to] promote security and territorial integrity of their allies as members of the NATO alliance ”, which, however, is a US program and not an official NATO program and takes place on a bilateral level.
The legal bases are:
- 2015 National Defense Authorization Act (NDAA)
- 2015 Defense Appropriations Act
The budget increased from USD 789 million in 2016 to USD 3.4 billion in 2017. Operation Atlantic Resolve is part of this program.
In a nine-month rotation principle, combat units in brigade strength with battle tanks, armored personnel carriers, heavy artillery, weapons, ammunition and other equipment are relocated to NATO's eastern flank in order to deal with the national armed forces in the member state, particularly in Bulgaria and Estonia , Latvia, Lithuania, Poland and Romania to conduct military maneuvers and exercises as part of Operation Atlantic Resolve.
Poland, represented by Prime Minister Beata Szydło and Defense Minister Antoni Macierewicz , celebrated the arrival of numerous US soldiers in the country with an official welcome ceremony in Żagań in January 2017. As part of Operation Atlantic Resolve, the United States relocated around 3,500 soldiers, 86 main battle tanks and 144 armored personnel carriers of the 3rd US Armored Brigade (3rd ABCT) of the 4th Infantry Division to NATO's eastern flank. These are to rotate in the eastern NATO countries of Poland, Estonia, Latvia, Lithuania, Hungary, Romania and Bulgaria.
US President Donald Trump has increased funding for the ERI to $ 4.7 billion for the 2018 fiscal year, including $ 1.7 billion for the increased troop presence.
