Committee of Experts of the Council of Europe on Counter Terrorism

The Council of Europe's Committee of Experts on Combating Terrorism (CODEXTER) is a working group of the Council of Europe that specializes in this policy area and whose task it is to achieve a targeted and coordinated further development of the legal framework of the EU member states in the field of the fight against terrorism .

Fields of activity

The work is based on three pillars:

  • Strengthening legal action against terrorism,
  • the maintenance of fundamental rights and
  • acting against the causes of terrorism.

The following topics, among others, are currently being given priority:

  • the elaboration of national profiles on the status of legislation in the individual member states of the Council of Europe in relation to the fight against terrorism (in particular through criminal law, criminal procedure law and case law in this area);
  • the exchange of information and appropriate administrative practice in relation to compensation and insurance for victims of terrorism;
  • identifying gaps in international law and anti-terrorism activities in order to develop proposals on methods and means to fill the gaps;
  • encouragement to move forward signatures and ratifications, as well as support for the effective application of the European Conventions of the Council of Europe applicable to the fight against terrorism, in particular the Council of Europe Convention on the Prevention of Terrorism.

In accordance with the general rules of international law, the conventions, as soon as they have been implemented by a national act, are binding law in the respective member states and thus also have an external effect on the individual citizen.
