Export Administration Regulations

The Export Administration Regulations (EAR) are the implementing regulations of the American export control law , the Export Administration Act (EAA). The EAR is issued by the Bureau of Industry and Security (BIS) and regulates the export and re-export of US goods.

The EAR regulates the export and re-export of both so-called dual-use goods and purely commercial assets without a military purpose. In addition, the export and re-export of other assets are controlled by other regulations and by other American authorities.

The American government is essentially pursuing four goals with the EAR:

  • United States National Security Protection
  • American Foreign Policy Support
  • Preventing the proliferation or passing on of weapons of mass destruction non-proliferation
  • Safeguarding short-term American interests
