Federation Council (USSR)
The Federation Council was a Soviet government advisory body in 1990 and 1991.
It consisted of President Mikhail Gorbachev and one representative from each of the 15 Union Republics . Well-known members were Boris Yeltsin for Russia and Nursultan Nazarbayev for the Kazakh Soviet Socialist Republic .
