The electric locomotives E.1 to E.4 of the Ferrovia Aosta-Pré-Saint-Didier (FAP) were built in 1929 by the Società Nazionale Officine di Savigliano (SNOS), and were used for the commissioning of the railway line. The line was electrified with 3 kV direct current ; this system was used by the Ferrovie dello Stato from 1927 onwards .

The locomotives had a Bo'Bo 'wheel arrangement and a box of the so-called "Box Cab" type; they therefore differed from the contemporary E.626 of the FS.

In 1931 the FAP was taken over by the FS due to the global economic crisis ; the locomotives were classified in group E.400 (with company numbers 001 to 004). The E.400.004 was destroyed during the Second World War.

At the beginning of the 1960s, the E.400.002 and 003 were moved to the Trofarello – Chieri and Bricherasio – Barge branch lines and used for short push-pull trains . After a few years they returned to Aosta .

In 1968 the obsolete overhead line of the former FAP was dismantled and the three locomotives were retired because their performance had become too low for regular use.

In 1971 they were sold by Ferrovia Casalecchio – Vignola (FCV), and the 001 and 002 were repaired and put back into operation with the numbers L.31 and L.32; In 1980 the third was added, and the three machines got the new numbers from L.903 to L.905. The L.903 was later exhibited in the Pietrarsa Railway Museum .
