The Qualification Program Specialist for Crime Prevention is a modular training program of the Lower Saxony State Prevention Council (LPR) in the Lower Saxony Ministry of Justice . Its aim is to promote quality and professionalism in crime prevention . The program concludes with the certification of a specialist in crime prevention and is named after the Italian legal philosopher Cesare Beccaria .

The Beccaria program was developed between 2003 and 2011 and funded by the European Union .

Since 2008, the Lower Saxony State Prevention Council has been training people who are active in municipal administration, the police, social work or schools on an annual basis. The qualification program comprises the four modules:

  • criminology
  • Crime prevention
  • Project management
  • Project support

After completing the modules, the certificate "Crime Prevention Specialist" is awarded.

Beccaria specialist crime prevention is a registered trademark at the German Patent and Trademark Office .

The program has also been offered in Saxony since 2013.

  • to transfer and use criminological knowledge in professional practice
  • to cooperate with other professions and to network
  • To systematically plan and implement crime prevention projects using scientific knowledge and data, and to check their success
  • to use the methods of project management.
  • apply the knowledge imparted in the four modules in practice.

Requirements for further training

The program is aimed at employees in local administration, the police and the educational sector (social work or school) in all federal states and German-speaking countries who want to expand their skills for project work in the field of crime prevention and network with one another to meet the needs to better cover appropriately trained specialists, managers and executives. Up to 25 people are trained per round.

The course content is scientifically sound and at the same time has a high practical relevance. The participants are then qualified to critically evaluate criminological theories and empirical studies, to develop and implement prevention projects using the latest scientific findings and data, and to apply project management methods.
