Expertise in radiation protection

from Wikipedia, the free encyclopedia

In Germany, specialist knowledge of radiation protection is the necessary prerequisite for a number of activities in dealing with radioactive substances and ionizing radiation such as X-rays. The prerequisites for acquiring specialist knowledge (required training, practical experience, courses to be completed) depend on the planned activities in the technical or medical field.

When dealing with radioactive substances or X-rays, proof of specialist knowledge in radiation protection is a prerequisite for appointing a radiation protection officer (SSB). The use of radioactive substances or X-rays on humans requires the prior establishment of the justifying indication by persons who are licensed doctors, dentists or veterinarians and who have the necessary specialist knowledge in radiation protection.

Legal basis

The use of X-ray equipment and stray radiation sources, in which X-rays with a limit energy of at least five kiloelectron volts can be generated by accelerated electrons and where the acceleration of the electrons is limited to an energy of one megaelectron volt, is regulated by the X-ray Ordinance (RöV). The “Required specialist knowledge and knowledge in radiation protection” is defined in Section 18a.

The handling of radioactive substances and ionizing radiation (if not covered by the RöV) is regulated by the Radiation Protection Ordinance (StrlSchV). The “Required specialist knowledge and knowledge in radiation protection” is defined in Section 30.

Further stipulations on the acquisition, updating and scope of specialist knowledge are made in a series of guidelines:

  • Technical knowledge guideline technology according to the X-ray Ordinance (guideline on the specialist knowledge and knowledge required in radiation protection for the operation of X-ray equipment for technical application and stray radiation sources requiring approval) of November 21, 2011, last changed on June 23, 2014
  • Guideline for specialist knowledge and knowledge of radiation protection when operating X-ray equipment in medicine or dentistry from December 22, 2005, last amended on June 27, 2012
  • Guideline on the technical knowledge required in radiation protection (technical knowledge guideline according to radiation protection ordinance) of June 18, 2004, last amended on April 19, 2006
  • Radiation protection in medicine. Directive according to the ordinance on protection against damage caused by ionizing radiation (Radiation Protection Ordinance - StrlSchV) of November 30, 2011, last amended on July 11, 2014
  • Occupational medical care for occupationally exposed persons by authorized doctors . Directive on the Radiation Protection Ordinance and the X-ray Ordinance of December 18, 2003
  • Radiation protection in veterinary medicine - Directive on the Radiation Protection Ordinance (StrlSchV) and the X-ray Ordinance (RöV) of 25 September 2014

Scope and acquisition of specialist knowledge

The scope of the specialist knowledge required for radiation protection is determined by the type of intended activity and the determination of the internal decision-making area.

In the field of the technical applications of radioactive substances and ionizing radiation, a number of specialist groups are defined in the relevant technical guidelines. Depending on the specialist group, certain courses or combinations of course modules ( radiation protection courses ) are prescribed that must be completed in order to acquire the specialist knowledge. The specialist knowledge guidelines for the medical field also define various courses and their contents that must be completed for the various uses of radioactive substances and ionizing radiation on humans.

The various technical guidelines listed above have in common that the acquisition of specialist knowledge in radiation protection

  • training suitable for the respective area of application,
  • practical experience (the so-called expertise) and
  • successful participation in courses recognized by the responsible body (so-called radiation protection courses )

presupposes.

Update of the technical knowledge

The specialist knowledge in radiation protection must be updated at least every five years through successful participation in a course recognized by the responsible body or other training measures recognized as suitable by the responsible body. Corresponding courses are usually offered by the course centers for radiation protection courses.
