Joint arrest and shackling by different authorities (United States)

The arrest technique describes the way as one person are arrested . It is part of everyday life , especially in police operations and in the military .

The technology is used to arrest , arrest or detain a person (interferer, suspect, etc.) without any problems . It must take into account the legal requirements such as the principle of proportionality and the principle of least impairment . In the case of arrests close to the ground, the police officer must still be able to breathe. In the past there have already been "positional deaths from suffocation " due to the weight load on the lungs.

The arrest can also be for self-protection , to secure the person (in the event of a flight on one's own initiative or by means of escape helpers ( prisoner release )) or to protect against attacks by angry participants or passers-by on the person to be arrested or on the prison staff.

The arrest technique is divided into tactics and technology.

tactics

The tactical approach (approach, possession) depends on the situation (urgency, danger, etc.).

The most effective type of arrest is surprise access, e.g. B. from behind or bringing them to the ground. Due to the unpreparedness, the police opposite has no time window for actions (escape) or reactions (resistance). For the purpose of coordination and for security reasons, an arrest should be agreed between the law enforcement officers involved (division of tasks and procedure). The agreement of the enforcement officers involved (distribution of tasks and procedure) can include the tactics of access (e.g. storming a building), the choice of means of direct coercion (e.g. police handles ), if necessary the choice of the means of restraint (and the to captivating body parts) and the manner in which the person is moved.

technology

The arrest in practice depends on the resources and forces available, the explosiveness and the peculiarities of the police counterpart. It must always be avoided that the arrested person can leave or attack the officers.

It is common to grasp an upper arm and to constantly observe it (especially the eyes and arms). The result of an arrest is not always the bondage , as it is a decision based on legal requirements. The restraint for self-protection is only permitted under certain conditions and under consideration of proportionality.
