Fire Service Regulations

Fire service regulations (FwDV) regulate the activities of the fire service in Germany . They are to be understood as guidelines and instructions. They serve to define a uniform standard of assistance and enable the orderly deployment of tactical units of the fire brigade .

The service regulations are drawn up by the Fire Brigade Service Regulations project group of the Committee for Fire Brigade Matters, Disaster Control and Civil Defense (AFKzV) and recommended to the federal states for introduction on the basis of their respective fire brigade laws. They are then put into effect by decree of the respective federal state. Due to this legal situation, the fire service regulations actually valid in the individual federal states differ. A list of the service regulations adopted by the AFKzV can be found on the web links.

  • This regulation deals with the procedure of the fire brigade in case of atomic, biological and chemical (abbreviated: ABC) hazards according to the hazard group .

PDV / DV 800 Telecommunication use
  • This service regulation (generally applicable to disaster control and the police) deals with the planning, construction and operation of telecommunications.

PDV / DV 810 Telecommunication operations service
  • with the part "PDV / DV 810.3 radiotelephone service " relevant for disaster control and especially the fire brigade
  • The regulation consists of five parts: a general part and the subject-specific parts "Telegraph traffic", "Telegraph radio traffic", "Radiotelephony", "Telephony", whereby Part 3 "Radiotelephone service" is particularly relevant for disaster control.
  • This part regulates the radio communication process.
  • In some federal states, Part 3 has been introduced as an independent FwDV 810.

  • The Standing Conference for Disaster Risk Reduction and Civil Protection 1999/2003 prepared a draft for a DV 102 based on the old PDV / DV 102. Some civil protection and disaster control organizations have already adopted the draft as an internal organization regulation, the regulation was previously only issued by the AFKzV as a “teaching document” or “training and use manual” for the fire brigade.

FwDV 800 Information and communication technology in use

The FwDV 800 was approved by the AFKzV on March 21 and 22, 2018 at its 42nd meeting in Düsseldorf and recommended to the federal states for introduction.

The previously valid service regulation 800 "Telecommunication deployment" from 1986 no longer adequately presented the technical, tactical and linguistic basis for the use of ICT technology. The AFKzV therefore commissioned the PG FwDV to develop the FwDV / DV 800 in 2016. The aim was a regulation that enables cooperation between general security and the police forces of the federal states and the federal government.
