The Fogo Bluff is a cliff on the island Heard in the southern Indian Ocean . It looms over the Stephenson Lagoon .
The cliff is named after people from the island of Fogo , part of Cape Verde , who worked in the industry based on Heard for the extraction of oil from elephant seals between 1855 and 1882 .
